按飞行规则，将离场的飞机按进程单引导至相应的高度并移交给进近管制席，从进近移交过来的飞机引导到跑道降落，塔台主要是负责飞机放行许可（没有放行部门的机场），地面滑行许可（未设置地面管制的机场）、跑道使用许可、
